REALITY:
Bush opposes assistance for Historically Black Colleges and Universities. “Shortly after he entered the White House, George W. Bush issued an executive order that created the President's Board of Advisers on Historically Black Colleges and Universities. The body… was supposed to be an example of Bush's brand of "big tent" Republicanism…. [instead] it seems that the place Bush gave this body in his administration, and the black schools it represents, is akin to the back of a segregated bus.” In May 2003, “the Bush administration issued a little-noticed ‘Statement of Administration Policy’” that opposed “assistance to black colleges.”
